Contracting authorities will now have to include requirements for zero-emission vehicles in the technical specifications. This will ensure that orders comply with applicable regulations, virtually eliminating the risk of bid rejection or implementation problems.
Changes have also been introduced in the area of urban transport. Municipalities with a population of over 50,000 will be using zero-emission or biomethane-powered buses for urban transport from 2026. In turn, cities with more than 100,000 inhabitants are required to purchase only electric or hydrogen buses, which is expected to translate into a significant improvement in air quality and a reduction in CO₂ emissions.
The statutory requirements apply to all contracting entities covered by the Public Procurement Law and apply to the purchase of vehicles, as well as public transport services, waste collection, and courier services exceeding EU financial thresholds.
